Whitman County Library

Digital Navigator Project

The Digital Navigator Project at WCL aims to deliver comprehensive and personal digital literacy training and support to residents of Whitman County. If you find yourself needing help to learn how to use a computer, how to type in word processing software, how to set up a new device, or anything else, you’ve come to the right place! Every library in the WCL system can act as a source of digital navigation for you, so get in touch with us today! We are pleased to partner with Pullman Marketing to help provide high quality and responsive service for this project.

This is an ongoing project and this page will be updated with new information, content, and more as the project progresses. Please check back often to see what’s new, or ask at your local WCL branch!

This project is currently funded by a grant from the Washington State Broadband Office and the Department of Commerce

1 Digital skills and literacy training/tech support
2 Broadband internet connection and the Affordable Connectivity Program
3 Gifting laptops to households in need

Each of these areas will be addressed in the following ways:

Digital Skills and Literacy Training/Tech Support

  • In-person programs and trainings provided by Pullman Marketing
  • Remote programs, trainings, and videos produced and hosted by Pullman Marketing
  • Responsive resource development: let us know what you need help with and we can make a video, guide, or something else to help you and anyone else you has a similar problem!
  • In-person assistance at any WCL library branch

Laptop Giveaway: Apply Now!

WCL is accepting laptop giveaway applications on an ongoing basis until we run out of laptops. Download an application here and drop it off at any of our branches, or stop by a branch and fill one out today!

In order to be considered for a laptop, you must submit a physical application to any of our branches. You can download a copy or visit any WCL branch to get an application. You do not need to bring in any other documentation other than the application.

Submitting an application does not guarantee you a laptop. Laptop recipients will be determined based on their perceived need according to the information provided on the application.

Age requirements: Standard eligibility (as described on this page) applies to those ages 18 and up. If you are under 18, you are eligible if you are in grades 7-12 (or entering into 7th grade for the coming school year). In this case, you must have a parent/guardian fill out an application on your behalf and you MUST have a parent/guardian sign a parental consent form when picking up your laptop.

Multiple laptops may go to a single household, just so long as the overall household income still falls under the poverty guidelines as outlined in the application.

Only those living in Whitman County outside of Pullman are eligible to receive a laptop. Patrons with a Pullman address or who live outside of Whitman County are not eligible.

WCL is collecting applications on an ongoing basis and will work to get laptops out to participants as fast as possible.

Broadband Internet Connection and the Affordable Connectivity Program

  • The Affordable Connectivity Program is a benefit program from the Federal Communications Commission (FCC), which may provide up to a $30 per month discount for eligible households and up to $75 for households on qualifying tribal lands. Eligible households may also qualify for a one-time discount of up to $100 to purchase a device (laptop, tablet, etc.) if certain stipulations are met. To learn about this program, please visit the FCC website here: https://www.fcc.gov/acp
  • If you have questions, In-person help at any WCL library branch is available to guide you to the ACP website and offer assistance in getting signed up
  • WCL can also provide in-person or remote help in finding an internet provider in your area

This project is possible through a generous partnership with Pullman Marketing.

WCL would like to thank Partners for Rural Washington for their help in writing the grant proposal that funded this project. This project would not have been possible without them.
